Looks at the legal and regulatory basis of forest management, and assess how new tenure systems might be developed that would uphold traditional values while providing economic and employment opportunities.
Consists of an interview where Adam Solway talks about being orphaned at 8 years and adopted by the Blackfoot Reserve, Alta; his attendance at a residential school; becoming a councillor and then chief of the reserve. He comments on the issues he had to deal with as well as providing comments on contemporary lifestyles and leadership.
Although Indian and Northern Affairs Canada (INAC) has made progress in areas regarding empowerment, education, economic development, specific land claims, and reconciliation, governance and self-government, the issues of leadership selection, Indian Government Support programs, and registration and membership are issues the government intends to work on incrementally in 2008-09.

Crow discusses self-governance, and a written presentation that has been submitted to the Commissioners dealing with 31 issues based on ten years of research ranging from health care, social services, "the Indian Act, et cetera, et cetera." Crow mentions that he feels like a "cat within a dog pen because my relatives here did not sign the treaties and we did in Alberta." Crow formally requests the Commission visit the Blood reserve in Alberta.
