Fabian discusses cultural oppression in Dene history, and the healing process which is neccessary to treat its effects. Fabian stresses the need for the Dene to listen to the Elders and practice their teachings. Fabian also discusses his views on the land claims process, and how cultural oppression has lead to social issues such as child abuse, family violence, and housing problems. Fabian also elaborates what he sees as the need for Aboriginal individuals to start healing themselves.

The presenters begin with a brief historical perspective on Aboriginal women in society and then discuss the social system "which has determined the lives of all Native women." They state that 75% of all of Alberta's formally educated Aboriginal population are women showing that they are "healing themselves from past incidents and turning to education."

Specifically Shade highlights a lack of knowledge amongst Aboriginal youth regarding the dangers of sexually transmitted diseases, and human sexuality in general. Shade makes recommendations to the Commission to help ameliorate this situation.

The youth need to learn about their culture and classes could be offered in Aboriginal culture, history and language. Fraser also suggests that if high schools and post-secondary education institutions be built on First Nations to less the cultural shock that the youth suffer when leaving their families. Weasel Bear tells the Commission that a lot more of these programs should be "set up on every reserve, and even in cities."
This file contains a presentation by Rosemary Brown focusing on education, the First Nations Chartered Lands Act and the Lubicon Lake Cree land claim. Education funding cutbacks are threatening to close the Plains Indian Cultural Survival School, an important facility for Aboriginal youth education in Calgary. The Lands Act will empower Chiefs and Council to request that reserve lands by privatized and available for mortgages, and Brown requests that the Act be scrapped.
The file contains a presentation on behalf of Secwepemc re Social Development by Charlene Belleau, Ralph Phillips, and Bob Manuel. The presenters discuss social development as a necessary precondition of land claims and self-governance. They discuss the need to address the social damages inflicted by residential schools and foster homes, dealing with drug and alcohol abuse. Commissioner Sillett discusses some of the issues raised with the presenters.
The file contains a presentation by Donna Harrison of the Hay River Council for Persons with Disabilities. Director Harrison discusses learning disabilities, and their effect on both children and adults in the community. Harrison recommends that the government make learning disabilities a higher priority, makes specific recommendations pertaining to the situation in the Northwest Territories.
