On 2 May 1885 Lieutenant Colonel William Otter was defeated by Poundmaker's war chief Fine-Day at the Battle of Cut Knife near Battleford, SK. Purpose of the commission was to "make enquiry into the condition of the half-breed population of the Province of Alberta, keeping particularly in mind the health, education, relief and general welfare of such population". As a result of the recommendations contained in the report the Métis Betterment Act was enacted and Métis Settlements were established.
