Indian Claims Commission (ICC) considered whether Canada wrongly denied Treaty rights north of the 60th parallel, beyond Treaty 8 and Treaty 10 boundaries. ICC concluded Treaty boundaries did not extend into the traditional lands north of 60; however harvesting rights do extend beyond Treaty boundaries. Recommended the parties negotiate resolution. Chapter V from "The Story of Saskatchewan and its People." The first part of the chapter discusses the Lieut. Governor Laird council's investigation into the "food supply of the Indian". This resulted in "An Ordinance for the Protection of the Buffalo" of which 11 parts are published therein. The section sub-section is entitled "Buffalo Slaughter by Indians" and is largely Professor Hind's account of his time with the Sandy Hills Cree in 1858. He describes the buffalo pounds he saw and gives his opinions on the overall practice.
