Memorandum written July 20, 1885 by Hayter Reed, Assistant Indian Commissioner to Indian Commissioner, Edgar Dewdney outlining policies appropriate to the post-rebellion era. Brooks moved from eastern Canada to what is now Indian Head in the spring of 1882; went into partnership in with George P. Murray to form Murray and Brooks, General Merchants, 1883. In 1885 he sat on the jury that found Louis Riel Guilty of High Treason.
