Examines the Native American population in Southern California and the significant amount of research which has been conducted in the area, concentrating on the Riverside, San Bernardino, and San Diego counties.
Volume 5 states that the purpose of the plan is to map and designate the areas that will be set aside as reserves to protect a range of forest values. The plan will also map and designate the harvested areas and the land that is outside of reserves, but where sustainable forest harvesting can take place.
