Argues that increased access to communications technology and narrowing the digital divide would have positive effects in the lives of Aboriginal peoples in Quebec and discusses how, when implemented in accordance with cultural values, it can be used to improve education and health outcomes.
Looks at development of two complementary governance structures: self-rule and shared rule. The Inuit approach has involved negotiating land claims agreements and in some cases, establishing amalgamated regional governments to administer programs; the Sámi approach has involved establishment of Sámediggi national parliament.
Contends that a long-term vision and standardization of the methodologies, determinants and indicators of food security are required to improve access and availability to food that is of acceptable quality.
Federal program is meant to reduce cost of food in remote communities by subsidizing transportation costs for northern retailers. Paper argues that the system has been built on flawed and overly ambitious policy rationale. Lists steps needed to address issues with program.

Study involved secondary analysis of 3 cross-sectional studies as part of the Multi-Community Environment and Health Longitudinal Study in Iyiyuu Aschii and focus groups from Cree Nation of Mistissini, Cree Nation of Eastmain, and Wemindji Cree First Nation.
Assessment based on how well the population had been prepared for the outcomes of land claims and self-government negotiations. Four strategic issues were identified: early childhood programs, high school completion rates, participation in post-secondary and adult education, and access to adult basic education.
