Rowe discusses the importance of Aboriginal language education, and how he views spirituality as the path forward for Aboriginal peoples but that this root is difficult as they have become seperated from their lands.
File contains a presentation by Jimmy Dick. Dick discusses the inherent right to self-government and his views on it. Following the presentation is a discussion between Commissioners Chartrand and Blakeney with Dick on the form self-governance should theoretically take, specifically with regard to an urban context like Toronto.
File contains a presentation by John Turner. Turner presents on behalf of the Mushkegowuk Traditional Harvesters. Turner outlines three reasons why it is becoming increasingly difficult to make a living off the land: the activities of animal rights groups who oppose trapping, the activities of sport hunting groups who oppose subsistence rights to hunt, and the development of hydroelectric projects which negatively impact habitat. Turner then goes on to discuss how Aboriginal people have increasingly adopted European values and look with disdain upon trapping as a career choice.

Fox, an Ojibwa Elder from the West Bay First Nation, discusses residential schools impact and inter-generational legacy on communities, language issues and their relation to identity; the lack of educational assistance and direction needed for community level language instruction, a cross-Canada Elder's conference on language issues to be held at Manitoulin Island, the need for full time interpreters in some hospitals, and access to justice services in Aboriginal languages.

Martin discusses his position as an Aboriginal person and Mayor, the changing demographics of the town, his personal background, the Wataway Native Communications Society, self-governance issues, education and the difficulty of separating non-Aboriginal and Aboriginal issues in a mixed town like Sioux Lookout, cultural education and race relations, the local friendship centre, Aboriginal language curriculum.

Farrington addresses the Commission about the publications they create for Aboriginal communities, and youth literacy programs they run. These include education, urban issues, self-governance, governmental relations, land rights, language concerns, and the Indian Act. Following the presentation are comments by the assembled Commissioners and a discussion between Moffit and Commissioner Chartrand on issues of mixed-background, Metis, and Non-Status identity designations as they apply in Ontario.

Harlson presents a philosophical paper outlining why individual rights are important, and what he views as the dangers of collectivism. Neegan discusses what she sees as the discrepancy between the views of the Aboriginal political leadership with regards to their views towards women, and the reality at home in the communities.
