He states that local First Nations government must be empowered first to oversee health and family services, education, public works and security, police protection, housing, and other issues relating to First Nations on a local level. Once that structure is in place can Aboriginal leaders call for self-government on a national level. Cecilia Scott, youth representative, speaks briefly about the importance of education for Aboriginal youth.

Eshkakogan, an Elder from the Sagamok Anishnawbek First Nation, discusses the legacy of residential schools, the need for spiritual healing, the impact of diabetes on Aboriginal people, language issues, problems getting funding to community level programs. Eshkakogan references the personal impact these issues have had on him as a First Nations politician, residential school survivor, and someone dying of diabetes-related illnesses.

Day, Chief of Onayataka, an Oneida First Nation, discusses the need to dismantle Indian Affairs, self-governance and nation to nation affairs, land claims, jurisdictional issues, education, justice concerns, and self-determination. Following the presentation Chief Day discusses some of the issues raised with Commissioners Chartrand and Erasmus.
File contains a presentation by London District Chiefs, Chief Daniel Miskokomon. Miskokomon, Chief of Walpole Island, London District, discusses his views on the empowerment, enablement, and equality of First Nations.

Maness, Chief of Chippewas of Sarnia, London District, discusses three elements he views as neccessary for self-government: land, jurisdiction, and resources. Chief Maness also discusses the Treaty of Amherstburg, and the Indian Act. Following the presentation Commissioners Chartrand and Erasmus discuss some of the ideas raised with Chief Maness.

She describes the clan system of government and how the benefits of that system could be used in an "Aboriginal Charter," a form of self-government established by Aboriginal women on paper. Following the presentation is a question-and-answer session with the Commissioners.

Following this is a discussion with the Commissioners also involving the preceding presenter, Dave Mowat, also a student at the University of Manitoba, regarding the issues raised in their two presentations.

File contains a presentation by Chief Thomas Bressette of the London District Chiefs. Bressette, Chief of the Chippewas of Kettle and Stony Point First Nation, London District, discusses his peoples land dispute with the Department of National Defence over an area known as Stony Point. Chief Bressette goes on to discuss land and self-governance issues generally, recommending to the Commissioon that an arbitration board be set up to resolve such disputes similar to the practice employed in labour relations, and that the federal Department of Indian Affairs be dismantled.
