RCAP 63 includes presentations by a variety of individuals, First Nations, a school, Tribal Councils, Stock Breeders, Corporations, and Municipal Government. Stewart thanks the Commissioners for listening to the concerns of urban people in Prince Rupert, and expresses the hope that they will hear from the Commission in the near future. Following this is a closing prayer which adjourns the days' sitting of the Royal Commission.
The file contains a discussion between presenters Deputy Chief Brian Seymour, Jeanette Castello, and Commissioners Paul Chartrand and Bertha Wilson. Deputy Chief Seymour makes some comments on the possibility of future talks between the Royal Commission and First Nations, and recommends that the Commission return to the area in the future. Peeters introduces Terbasket, who delivers a presentation on the negative effects Canadian taxation policy has had on their financial institution, All Nations Trust. He states that the high tax burden placed on All Nations Trust has made operations extremely difficult. Following the presentation Commissioners Dussault and Chartrand thank Terbasket for the presentation and make some comments on the issue.

Cranmer discusses his organization which he describes as "part of the B.C. body of the United Native Nations and Ernie Gray is our acting president. And the United Native Nations B.C. body is part of the Native Council of Canada. And these two organizations are the lobbying force for the off-reserve, status, non-status, Inuit and Metis people."
File contains a presentation by Chief Councillor, Kelly Dennis, Ohiaht Child Protection. Kelly discusses the traditional cultural approach of the Nuu-Chah-Nulth people to childcare, the breakdown of the traditional process during colonization, the impact of the residential school system, the need for self-governance, social programs in place and who administers them, and what can be improved in Mr. Dennis' view.
File contains a presentation by Chief Councillor Jack Thompson regarding the distribution and structure of Social Services on the reserves of the Nuu-chah-nulth (Nootka) First Nation. Thompson makes some suggestions about how resources could be better utilized, and discusses the amtter with Commissioners Erasmus, Robinson, and Keitlah.
File contains a presentation by Chief Joe Nicholas of the Columbia Lake Indian Band. Nicholas highlights some of his concerns notably in the land management and economic sphere, and argues that First Nations governments must be given direct control over their particular spheres in order for economic and social progress to take place.
The file contains a presentation on behalf of the Neskonlith Indian Band by Chief Joyce Manuel, Lisa Allgaier, and Bob Manuel. Chief Manuel gives a demographic overview of the Band, discusses culture and the importance of health and education to self-determination and land management. Lisa Allgaier, the Band's social worker, discusses social issues and the need for First Nations' jurisdiction over service delivery, as well as funding and band membership concerns.
File contains a presentation by Chief Kowaintco Shackelly, Nooaitch Indian Band. Shackelly discusses the Charlottetown Accord, its package dealing with Aboriginal issues, its defeat by referendum, self-governance, language concerns, women's issues (including Bill C-31), and a variety of health concerns especially the need for more Aboriginal health practitioners and participation in the system. Following her presentation Commissioners Dussault, Chartrand and Chief Don Moses, engage Shackelly in a conversation about some of the issues highlighted.
File contains a presentation by Chief Robert Pasco of the Nlaka'pamux Tribal Council. Pasco, Chief of the Oregon Jack Creek Indian Band, discusses the history of his Nlaka'pamux Nation and its efforts to create a strong centralized government in the 1870s, as well as the suppression of this movement by the federal government. Pasco goes on to relate the desire of his people to have a written Constitution based on their traditions and to engage in a government to government relationship with the federal government. Pasco also discusses ongoing land claims and fisheries disputes.
File contains a presentation Christie Clifton, North Coast Tribal Council Education Centre. Clifton discusses her centre's mandate and operations serving Haida, Tsimshian, and Nisga'a people. Clifton discusses its' range of post-secondary programs, its' success in the community, and its' frustration with current funding arrangements. Following the presentation Commissioners Chartrand and Wilson discuss some of the issues raised with Clifton.
File contains a presentation on behalf of the Merritt City Council by Councillor Rick Typusiak. He welcomes the Commission to Merritt. Following this, he delivers a presentation discussing the relations between First Nations and municipal governments, and the City's views and concerns regarding Aboriginal self-government. Typusiak discusses economic issues, and expresses the desire of the Council that the Department of Indian Affairs and the Indian Act both be abolished. Following the presentation Commissioners Dussault and Erasmus thank Typusiak and make some comments on his presentation.

The presentation is made up of comments by multiple students at both the elementary and secondary level highlighting collective concerns such as the physical, mental, and environmental well-being of their community. 15 students and staff speak in total. Following the presentations are comments by Commissioners Dussault and Chartrand thanking the presenters for their contributions.

Castello discusses traditional self-government practices, and problems brought on by colonialism.

We are actually independent." Harris discusses his organization's activities and associated housing concerns. Harris also discusses his relationship with the government and funding agencies, off-reserve migration of Aboriginal people to Prince Rupert and associated issues, and a series of questions about government policy.
File contains a presentation by Lexine Phillips, Ktunaxa/Kinbasket Tribal Council, Land and Resources Department. Phillips discusses Constitutional issues, particularly with reference to self-governance and the "no" vote in the nationwide Charlottetown Accord referendum. Phillips then makes a series of recommendations to the Commission with respect to land rights, assistance, education, and associated economic concerns.
File contains a presentation by Laverne Cook. Cook explains how she has been hired by the Port Alberni Friendship Centre to do a survey of "the disabled natives in the Port Alberni area" and how she feels that their needs in areas such as transportation, housing, and medicine need to be addressed.

Sara Williams begins with a presentation giving an overview of their organization, and its work dealing with abuse and education in the community. Williams also makes a variety of organizational and funding recommendations to the Commission related to the organization's work. Following this Commissioners Dussault and Chartrand engage Williams and Caprion in a discussion on the issues raised, and the activities of the Centre.

Vern Brown, President of the Prince Rupert Local of the Council of Haida Nations introduces his fellow presenters John Stewart, Bill Wright, and Fred Anderson. Brown discusses the urban Aboriginal population in Prince Rupert, its' demographic make-up, educational and language concerns, the need for facilities and resources, land claims issues, housing issues, seniors issues, disabled people's issues, health issues, and general urban and off-reserve concerns.

Thorkalson extends a welcome on behalf of the City of Fort St. John to the Commission, and makes some comments on the City's history as well as his hopes for the Commission. Following his presentation the assembled Commissioners question Thorlakson on a number of municipal issues including affirmative action programs, and Aboriginal representation on City Council.
File contains a presentation by T'mas Young of the Micmac AIDS Task Force. Young makes a wide array of recommendations to the Commission related to Aboriginal AIDS awareness and treatment. Following the presentation Commissioners Erasmus, Robinson, and Morris, thank Young and discuss some of the issues raised with him.
File contains a presentation by Shelley Nitikman, President of the Musqueam/Salish Park Residents' Association. The Association is a non-profit society of non-Aboriginal leaseholders who live on land that was surrendered for lease by the Musqueam Indian Band near the City of Vancouver. Nitikman discusses a variety of taxation and jurisdictional concerns which require legislative clarity, and protests that the people represented by her group are living under a situation of taxation without representation.
The file contains a presentation by the Nisga'a First Nation by Herbert Morven, Reg Percival, Peter Squires, and Tommy Dennis. Herbert Morven introduces the other presenters; Reg Percival speaks on behalf of the Gitlakdamix Band Council and the Tribal Council, Peter Squires speaks on behlaf of the Health Board, and Tommy Dennis makes a presentation on behalf of the Nisga'a Nation's urban locals.

Miller discusses her organization's Board of Directors who form the governing body responsible for "the program development, program delivery and the funding allocation to meet the training needs of the Aboriginal people in North East B.C." Miller then discusses the educational training issues which her organization has identified through their experiences with programs in the North East. These include funding, staffing, and cultural concerns.
File contains a presentation by Frank Parnell and Cliff Anderson of Tricorp. Tricorp is the Tribal Resources Investment Corporation. Parnell delivers an overview of "economic development in how it evolved in the northwest here right from our involvement in the village that I'm from to where we are at today" and then makes four recommendations to the Commission regarding it. Following Parnell's presentation, he and Anderson field questions from the assembled Commissioners.

The file contains a presentation on behalf of the Coalition Against First Nations Genocide by Stewart Phillip and Pierre Kruger. Phillip discusses the organization's demographic composition and mandate which involves pressuring federal and provincial governments to ensure their policies are involve "credible processes of community level consultations" and "full and complete democratic participation and decision-making based on informed consent."

Mazur, Vice-President of the Shuswap Okanagan Metis Organization, discusses the composition of his organization which represents approximately 650 Metis citizens as part of the larger Pacific Metis Federation. Mazur discusses the definition of Metis. Tim Low, Director of the SOMA, delivers a brief history of the Metis Nation.
