Agreement between the province of British Columbia and the Hawiith of the Tla-o-qui-aht First Nation, the Ahousaht First Nation, the Hesquiaht First Nation, the Toquaht First Nation and the Ucluele First Nation.

Examines the interactions between coastal Aboriginal nations in British Columbia, Canada and the Department of Fisheries and Oceans (DFO) around the West Coast herring fishery as a site cultural resurgence, nationhood, solidarity, and Indigenous sovereignty.

Identifies ratification objectives and describes actions or tasks that may help achieve those objectives.

Chief Mack discusses his ideas on the importance of self-reliance with respect to government funding agencies and self-governance. Mack also highlights a complaint about the conduct of consulting firms towards his people.
