Urban and Regional Planning Project (M.PL.)--Queen's University, 2016. Includes case studies of Westbank First Nation, Muskeg Lake Cree Nation, and Long Plain First Nation.

Summary of results and findings. Sample consisted of 712 adults, 566 youth and 666 children.

Program's goal was to strengthen employment opportunities by offering 22-week training program which, upon completion, would qualitfy participants for entry-level Public Works Technician positions. Pilot project was implemented by Okanagan Training and Development Council (OTDC) with its partners Westbank First Nation and Applied Science Technologists and Technicians of BC and took place between July, 2017 and March, 2018.

Examines the successes and struggles of First Nations communities in economic development and summarizes the key findings identified by participant First Nations that are making progress toward building and attaining sustainable economies in their communities.

Following an opening prayer by Elder Dave Parker of the Okanagan Reserve, Councillor Gary Swite of the Westbank Indian Band welcomes the day's participants and discusses the need for self-determination and self-governance for the Okanagan people.

The file contains a presentation on behalf of the Westbank Indian Band by Larry Derrickson, Micha Menczer, and Gary Swite. Derrickson, a Band Councillor, gives a demographic overview and brief history of the First Nation, its three reserves, economic activities, by-laws, motions towards self-governance, justice issues, B.C. treaty making, resources and funding concerns. Micha Menczer, Legal Advisor to the Band, discusses self-government and land issues, jurisdictional confusion in social services, the Constitution, and the B.C. treaty making process.

The file contains a presentation on behalf of the Central Okanagan Regional District by Sharron Simpson, Chairperson. Simpson discusses her viewpoint as a Canadian with little knowledge of Aboriginal peoples. Simpson discusses her limited experiences with First Nations and Inuit people in her youth, the colonial mentality, the sociological concept of anomie, the need for mutual respect and understanding to forge a new relationship, work with the Westbank Indian Band, and concerns about the development of self-government. Simpson also makes a variety of recommendations to the Commission.

The file contains a presentation on behalf of the Westbank Indian Band by Tom Lindley. Lindley discusses difficulties with the Indian Act rules for band governance, disputes within the community and the desire to recall the band representatives, issues with taxation and non-Aboriginal people living on reserve, and concerns with self-government negotiations underway. Following the presentation Commissioner Mary Sillett discusses some of the issues raised with Lindley, after which the day's sitting of the Commission is adjourned with a closing prayer.

Looks at a First Nation that formed the first Aboriginal Economic Development Commission (EDC) in Canada focused on business attraction, retention and facilitation.
