Court of Appeal hears dispute over issue of whether band members must be resident on-reserve in order to have the right to vote.

He states that on his First Nations, "The present elected band leadership is denying our off-reserve members the opportunity to vote on the basic things that have a crucial effect on their lives. Those members are being excluded from the social and political prosperity of the band.
