Discusses economic, social and geopolitical motivations for policy, officials' descriptions of projects, and participants' reactions to the moves.

Study conducted in-depth interviews with 17 15-25 year-olds from five coastal communities in the region. Five major themes emerged: being on the land, connecting to Inuit culture, strong communities, relationships with family and friends, and staying busy.

After a welcome and opening prayer by Neil Andersen, Commissioner Rene Dussault explains the mandate of the Commission and its goals. Commissioners Viola Robinson, Mary Sillet, and Ruth Flowers also make brief opening remarks.

File contains a presentation by Mr. Andrew Boase, Hopedale RCMP. Boase discusses problems with the RCMP in Hopedale, Labrador. Following the presentation Commissioners Dussault and Sillet discuss policing issues with Boase and previous presenter Toby Andersen.

This file contains a presentation by Boas Jararuse focusing on the lack of proper housing in his home community of Makkovik. Jararuse states that substandard housing units is currently being built and as a carpenter, he already sees problems with the construction. He is frustrated with the local council and asks the Commission for help in addressing the housing problem. A short question-and-answer period with the Commissioners follows the presentation.

File contains a presentation by Charlotte Wolfrey, Rigolet Housing and Toby Andersen, Chairman of the Torngat Regional Housing Association. Wolfrey gives an overview of the housing situation in Labrador, and Andersen discusses the rural native housing program for Inuit and rural residents in the province. Commissioners Dussault and Robinson contribute some questions on housing in the area.

File contains a presentation by Garfield Warren. Warren, a member of the Newfoundland and Labrador House of Assembly, discusses his views on the Commission and its work. Following his remarks are closing remarks for the day by Neil Andersen and Rene Dussault.

File contains a presentation by Gary Baikie. Baikie discusses the Torngasok Cultural Centre in Nain, Labrador, and the cultural programming it provides. Included is his account of Inuktitut language courses, and traditional carving courses, and the positive results of such programming in the community.

File contains a presentation by Gary Mitchell. Mitchell, a resident of Makkovik, former mayor and past president of community councils of Labrador, and Inuit field worker, speaks on the topic of economic development and fisheries.

File contains a presentation by Harriet Lyall. Lyall discusses her son's snowmobile accident, and the problems she experienced with health and community services in the aftermath of this tragic event.

File contains a presentation by Henry Broomfield. Broomfield discusses the Labrador Native Peoples Funding Agreement and what he sees as its many shortcomings. Broomfield sums up by stating "this funding agreement is deficient in alot of areas. It does not provide sufficient dollars for the operation of our communities. It provides dollars to another government, the province, to run our affairs.

File contains a presentation by Herb Manak. Manak discusses two concerns: health care in Labrador, and services for the disabled. Manak relates his own experiences with health care in Labrador, and suggests more accessibility for disabled people.

File contains a presentation by Jim Andersen. Andersen discusses his life in Makkovik and the struggles he has gone through, as well as his great interest in the struggles of Aboriginal people to attain their rightful place in Confederation.

File contains a presentation by John Andersen. Andersen dscusses recreation, schools, youth, and related community issues. Following the presentation is a brief discussion between Andersen and Commissioner Dussault.

File contains a presentation by Marjorie Andersen, Mayor of Makkovik. After welcoming the Commission to her community, Andersen discusses some of their concerns such as a lack of adequate community funding, water and sewer system problems, poor roads, fishery issues, policing, housing, and the need for land development.

Ford discusses traditional customary adoption amongst Labradorians, then goes on to discuss how this has changed for the worse since the Department of Social Services came in. Following the presentation Ford and Commissioner Dussault discuss some of the issues raised.

File contains a presentation by Pastor Stanley Reid, of the Crime Prevention Committee. Reid discusses the lack of policing in coastal communities, and the problem of a lack of resources generally to deal with crime and crime related issues.

Flowers presents on the concerns of the Makkovik Women's Group which include the establishment of daycare in the region, economic development and the impact of hard times for the fisheries, concern with vandalism in the community, and concerns with the justice system. Following the presentation Flowers discusses some of these issues with Commissioners Dussault and Robinson.

File contains a presentation by Snowden Parsons. Parsons discusses the importance of education for young Labradorians. He points out that 85 percent of Labradorians have never completed high school, and that the time has come for "a center to press for workforce education and quality education."

File contains a presentation by Ted Andersen, Makkovik Economic Development. Andersen discusses training program, employment issues, trapping and fishing, and general economic issues facing the community.

File contains a presentation by Tim McNeill. McNeill discusses issues related to education. McNeil's presentation covers secondary education, housing for students, language issues, teacher training, literacy concerns, and cultural concerns. Following the presentations Commissioners Dussault and Sillet discuss these findings.

Andersen addresses the issue of the Inuit land claims agreement for northern Labrador which he has been involved with negotiating for several years. Andersen gives his own views on the process and the agreement (including discussion of tourism and fisheries issues), and asks that the Commission intervene on his organization's behalf. Following the presentation is a discussion between Andersen and Commissioners Dussault and Sillett.
