Relates the history of educational programs in Northern Canada, the government policies of 1960s to 1970s, and the implementation of a bilingual educational policy in Nunavik.

File contains a presentation by John Cheechou relating his experiences as an Aboriginal student from the Moose Factory, Ontario area in the non-Aboriginal educational world. He states that "there is no plausible reason why our First Nations cannot help develop a customized school year calendar which could be quite different from the current calendar, and to develop an appropriate learning environment." Cheechou calls on the Commission to help in the establishment of Aboriginal elementary, high school and post-secondary education facilities in northern Ontario.

File contains a presentation by the Regional Council on Education and Culture by Therese Niquay, and Genevieve Neashit. Niquay presents on education, culture, and linguistic concerns amongst the Attikamek. Genevieve Neashit presents on the steps the Attikamek have taken with regards to educational control. Neashit also requests additional assistance from federal, provincial and Aboriginal governments. Charles Coucou also gives some observations on education, residential schools, and the importance of spirituality.

Looks at factors affecting concepts, beliefs, practices, worldview and values relating to Aboriginal education by examining the tension between decisions makers regarding culture and language content in the classroom.

Survey of Study Habits and Attitudes test results indicated boys had weak study habits, some negative study attitudes, which may be a contributing factor in high dropout rate. Author suggests confluent education may be a partial solution.

Provides new framework for updating of old formula first used in 1988 which would include quality and range of services, and additional costs inherent to unique to First Nations schools.
