Participants include Commissioners Rene Dussault, Viola Robinson, and Paul-Emile Ottawa. Other participants include Maxime Ottawa (translated from Atikamekw), and Paul Weizineau (translated from French). Maxime Ottawa discusses his views on the days proceedings, and the need for the Atikamekw people to change their psychology and way of thinking. Ottawa speaks of the need for respect for elders and traditional education in order to do this.

After words of welcome by the Ottawas, Dussault gives an overview of the Commissions mandate, composition and goals. Commissioner Robinson and Commissioner for the day Paul-Emile Ottawa also make some brief introductory remarks.

Girardin discusses the composition of his Chamber of Commerce, and its relations with the Manawan First Nation. The Chamber's territory includes the "whole northern part of the County Regional Municipality, Matawinie, St. Zenon, St. Michel and Manawan, and the unorganized territories." Girardin discusses the participation of Atikamekw organizations and businesses in the Chamber, as well as some its programs and philosophy.

File contains a presentation by Therese Ottawa and Delima Niquay of the Regional Council on Education and Culture. Ottawa discusses family violence, addictions, and associated social services concerns. Ottawa recommends harsher sentences for conjugal violence, stronger community participation, better funding for social services, as well as discussing general women's issues, the need for increased awareness campaigns, and the establishment of men's discussion groups on the issue of family violence.

File contains a presentation by Chief Henri Ottawa, and Gregoire Flamand of the Manawan Grand Council. Flamand discusses infrastructure, social and economic concerns. Chief Ottawa next presents on culture, self-determination, self-sufficiency, and economic concerns. Following the presentation Commissioners Dussault and Robinson discuss some of the issues raised with the two presenters.

Niquay presents on education, culture, and linguistic concerns amongst the Attikamek. Genevieve Neashit presents on the steps the Attikamek have taken with regards to educational control. Neashit also requests additional assistance from federal, provincial and Aboriginal governments. Charles Coucou also gives some observations on education, residential schools, and the importance of spirituality.

Focuses on the Wapikoni Mobile Media project with residents from Atikamekw Manawan Reserve and how they engage in media production.
