D'Anglure discusses his work and experiences with Aboriginal culture, particularly with regard to the Inuit people. D'Anglure discusses how he thinks cultural development and education is key to healing Aboriginal societies, and that political autonomy, while important, is not the only thing which must be done. Following his presentation the assembled Commissioners thank him for his thoughts.

File contains a presentation by Benoit Sioui. Sioui delivers a presentation entitled "The importance of a structure to promote and preserve our culture" in which he argues for the establishment of a museum and cultural centre to serve the Huron-Wendat communities needs.

Arcand argues that a cultural revolution is needed in non-Aboriginal Canada, and that non-Aboriginal Canadians need to be properly educated on Aboriginal culture. Arcand states this is will give non-Aboriginal culture egotistical as well as altruistic benefits. Following Arcand's presentation the Commissioners discuss his ideas with him.

Cleary, a Montagnais man, Aboriginal negotiator, advisor to several Aboriginal nations, and journalist, discusses his experiences and belief that the government will not act on Aboriginal issues until the political will develops to do so. Following his presentation Commissioner Dussault thanks him for his submission.

This file contains a presentation by Dolores Andre, Debbie Dedam and Veronique Thusky focusing on the view that "urban Aboriginal women should have inherent rights like all of the First Nations." Their group offers the following recommendations for urban Aboriginal women: Access to social, health and child care services equal to those of the communities; construction of a network of housing co-operatives be developed in Montreal, Quebec City and Hull, which would be accessible to all Aboriginal people; and that greater financial resources be allocated to the Pathway to Success program to provi

File contains a presentation by lawyer and general director of inquiries Frances Hudon, and Patrick Robardet, lawyer and director of jurisdictional affairs and research of the Bureau du protecteur du citoyen. The presenters lay out their proposal that the Commission recommend the creation of a federal ombudsman to serve Aboriginal organizations and communities, particularly in the field of justice issues. Following this the assembled Commissioners discuss the proposal with them.

File contains a presentation by Henri-Paul Sioui-Trudel. Henri-Paul Sioui-Trudel discusses the government system of the Huron-Wendat Nation and the need for self government and self determination to be recognized. Following the presentation Commissioner Dussault thanks him for his remarks.

File contains a presentation by Huguette Bouchard and Micheline Blanchette focusing on the Universite du Quebec a Chichoutimi's programs that trains Amerindians in the educational field for the past 20 years. The university's original two programs were a certificate program in education sciences, Amerindian stream; and a certificate program in Aboriginal technolinguistics. In 1990 a centre for Amerindian studies was created.

File contains a presentation by President Paul Labreque, and Executive Director Jacques Fortin l'Association des cadres scolaires du Quebec. The presenters put forth the Association's views on self-governance and related issues, arguing for a political interpretation of the concept. They discuss the implications of self-governance as it relates to education in the province, and argue for a co-operative harmonization of standards, and an approach that will integrate First Nations cultural and educational aspirations while still maintaining universal and reciprocal goals.

File contains a presentation by Linda Sioui. Sioui discusses the importance of the Huron-Wendat, and some measures she thinks should be taken to revive, promote and strengthen its' usage in the community. Following the presentation Commissioner Dussault thanks her for her remarks.

Bastien discusses educational policy, the need for Aboriginal educational autonomy, the need for education on Aboriginal history in the non-Aboriginal population, funding concerns, drop-out rates, and related issues. Following Bastien's presentation the assembled Commissioners engage her in a discusion on education issues.

File contains a presentation by Louis-Edmond Hamelin, Specialist on Aboriginal Matters. Hamelin discusses the concept and the history of the term "aboriginal" in the English and French languages. Hamelin then discusses Aboriginal culture and land claims processes. Following the presentation Commissioner Dussault thanks Hamelin. Page 152 is missing.

File contains a presentation by Max "One-Onti" Gros-Louis, Former Grand Chief of the Huron-Wendat Nation. He discusses his own personal history, and the history of his people with reference to Aboriginal rights, constitutions, and ill treatment by the federal and provincial governments. Gros-Louis discusses the dispossession of Huron lands and harassment of traditional resource harvesters by government officials. Following his presentation the Commissioners make some comments.

Turmel discusses the history and mandate of his organization, and its goal of getting more Aboriginal people involved with the justice system, establishing justice institutions based on the cultural values of Aboriginal nations, and helping Aboriginal accused. Following Turmel's presentation the assembled Commissioners discuss the organization's activities and justice issues generally with him.

File contains a presentation by Rose Dufour, Department of Community Health, Laval University Hospital. Dufour delivers a presentation entitled "Intercultural Encounters: Health professionals and the Inuit clientèle." Dufour discusses different cultural perspectives on health and suggests some approaches to reconcile them in a community approach to health. Following her presentation the assembled Commissioners engage Dufour in a discussion on some of the issues raised.

File contains a presentation by Mireille Sioui, Michel Gros Louis (Tare Dan Deh), and Annette Vincent (Wat Ron Yon Non Nen) of the Akiawenrak Long House. The three deliver a presentation discussing the structure of the Long House, its place in Huron society, its spiritual and cultural significance. A dispute is mentioned between the Huron-Wendat and the City of Lorrettville over the territory on which the longhouse is.

File contains a presentation by spokesperson Mario Paradis, and Rene Boudreault, of the Association des Metis et Indiens hors reserves du Quebec Inc. Paradis and Boudreault discuss the status of non-Status, Métis and off-reserve Status Indians in Quebec. They also address the issue of urbanization, and present a history of their organization and its goals. The assembled Commissioners discuss some of the points raised with them, particularly with regard to eastern Métis identity.

File contains a presentation by Denis Jacques and Marie-France Chabot of the Barreau de Quebec. After an introduction of the Association by Denis Jacques, Chabot delivers a detailed report on the particular legal position of Quebec's Aboriginal population relative to those in other provinces. She discusses Treaties, the impact of French Civil law, the unique experience of New France and related matters in framing her argument. Following the presentation Commissioners Dussault and Chartrand comment on the contents and discuss it with Chabot.

File contains a presentation by the City of Quebec. Participants include Deputy Mayor Claude Cantin, and Reginald Gravel of the City Planning Department. Cantin delivers a detailed presentation on the relations between Aboriginal and Quebec societies, Canadian municipalities and Aboriginal governments, and the specific relations between Quebec City and the Huron-Wendat Nation. A host of issues are covered including racism and discrimination, ignorance of culture, economic development, the need for jurisdictional clarity, the importance of history in education, and related topics.

File contains a presentation by the Council of the Huron-Wendat Nation. Participants include Grand Chief Jocelyne Gros Louis, Deputy Chief Francois Vincent, and Legal Adviser Michel Pouliot. Gros Louis presents a brief on the case for Huron-Wendat self-determination and self governance, and comments on its economic and political components. Gros Louis makes reference to the Murray Treaty her people made with British Govenor James Murray of Quebec. Pouliot elaborates on the land claim concerns of the Huron people.

File contains a presentation by Raymond Laliberte and Sylvie Paquerot of the First Nations Support Committee. Laliberte gives an overview of the organization and its history which is composed entirely of non-Aboriginal Quebecois and functions as a pressure group making statements on current events regarding Aboriginal-non-Aboriginal relations in Quebec. Following his presentation, the assembled Commissioners discuss some of the issues raised with Laliberte and Paquerot.

File contains a presentation by Chief Remy Kurtness, Yvon Parent, and Pierre Gill of the Montagnais Council of Lac-Saint-Jean, Quebec. The presenters discuss their organization's view of Montagnais self-governance, their inherent rights, land issue, and related matters. Following their presentation the assembled Commissioners engage them in a discussion on these issues.

File contains a presentation by Germain Paul, Native Training Institute of Quebec. Paul discusses his organization and his frustrations with the approach the government has taken towards training and employment projects. Paul also makes a variety of recommendations to the Commission to fix the problems he highlighted. The Commissioners respond that they will look into the matter quickly.

File contains a presentation by Johanne Robertson and Florent Begin of l'Institut culturel et educatif montagnais. Robertson and Begin describe the Institutes origins, purpose, and mandate. They then discuss a host of issues and the Institutes views on federal-Montagnais relations, provincial Montagnais relations, educational policy, and recommend some actions to be taken to advance Montagnais education. Among the recommendations are the establishment of Montagnais primary, secondary, and post-secondary programs and institutions.

File contains a presentation by President Jean-Guy Roch and Serge Gagne of la Federation des policiers du Quebec. Roch and Gagne discuss the viewpoints of their organization which represents municipal police across Quebec, with the exception of Montreal. They deliver a presentation on policing Aboriginal people and Aboriginal communities, the need for increased understanding of Aboriginal cultural and legal issues, and related matters related to law enforcement. Following the presentation is a discussion between the representatives and the assembled Commissioners on law enforcement issues.
