Chief Beaucage discusses the demographic composition of his First Nation, Bill C-31, on and off-reserve populations, housing issues, the Nation's land base and related land issues, a proposed "First Nation Chartered Land Act" with 17 components, land claims, education concerns, and language concerns.

Following the presentation the assembled Commissioners discuss some of the issues raised with Chief Restoule.

File contains a presentation by John Novak of the North Bay Chapter of the Ontario Metis Aboriginal Association (which represents Metis and Non-Status people). Novak discusses the difficulty for his people in obtaining resources, their difference from Status Indian people, a lack of educational assistance, a request for "some kind of structure that we would be able to get our own funding," the desire for a land base, economic concerns, hunting and fishing rights, racism and discrimination concerns, the problem sustaining the organization's locals, and housing concerns.

File contains a presentation by Bill Butler and Lynn Bennett of the North Bay Indian Friendship Centre. The presenters discuss housing, employment, child care, and other urban issues. Bennett also discusses the Low Income People's Involvement agency, or LIPI, and some of the advocacy work it does. Following the presentation Butler and Lynn discuss some of the issues raised with Commissioners Wilson and Sillett.

File contains a presentation by Paul King of the North Bay Psychiatric Hospital. King discusses Aboriginal mental health, training, and teaching. King also provides an overview of the hospital, its' geographic service area, staffing, and mandate. Following the presentation the assembled Commissioners discuss some of the issues raised with King.

Owl discusses the history of a specific land claim that his Sigma-Anishinabe First Nation is involved in in "the Hudson Bay lands" of the North Shore area of Espanola and Bine River, Ontario. Following his presentation Commissioners Wilson and Sillett discuss the claim with Owl.

File contains a presentation by Randy Sawyer. Sawyer discusses Aboriginal languages in Canada and their importance. Following the presentation Commissioners Wilson and Sillett discuss some of the issues raised with Sawyer.

File contains a presentation by Arnold Paul of the Temagami First Nation. Paul discusses his home community of Bear Island, education, and economic development; specifically M'Kwa Minissi Anishnabaquec which operates a craft shop and training program for local women. Paul recommends to the Commission that the government negotiate self-governance arrangements on a case by case basis to suit the needs of individual communities.

File contains a presentation by Vernon Roote, Deputy Grand Chief of the Union of Ontario Indians. Roote's presentation topic if "Building a Nation" and he discusses "the big topic of nationhood and sovereignty." Roote highlights some of the opinions gathered from a conference the past August held in Garden River, Ontario from the viewpoints of "the political people right down to the grassroots people" concerned with the topic of Anishnabek nationhood.

File contains a presentation by Georgio Kooster and Gilles Graveline of de'Medici North Bay Inc.; a joint venture between Nipissing Indian Band Holdings & Investments Limited and de'Medici & Co. Inc.; a Canadian holding company owned by de'Medici & Co. SPA, fur dressers and dyers of Milan, Italy. Kooster discusses how the venture came about, its organizational history, and its economic activities. Following the presentation Commissioners Wilson and Sillett discuss the partnership and issues raised with Kooster and Graveline.
